In the presented publication, the author, analysing the causes of the fall of the Afghan National Army, questions the universality of the security sector reform (SSR) model and exposes the pitfalls of external interference. She demonstrates how ignoring local conditions, the lack of accountability and corruption are undermining stabilization efforts. The author does not avoid difficult questions: how to build effective security institutions in a country experienced by conflict? How to ensure local ownership of the introduced reforms? How to counteract corruption and build social trust effectively?
